UTILIZATION REPORT

July 1, 2002  to June 30, 2003

The Grand Rapids Community College Gerald R. Ford Fieldhouse is a large, versatile, dynamic, complex, and state of the art facility, which provides facility space, time, and services to a vast number of organizations all of whom have widely divergent needs, goals and desires.  The facility is multi-functional, with the capacity to perform several complex functions simultaneously and efficiently.  The well-seasoned operating staff of the Ford Fieldhouse is well-grounded in the sound and prudent practices associated with facility operation and customer service.  These attributes combined with an outstanding facility make the Ford Fieldhouse an exceptional educational, athletic, and event establishment one which services the College well, internally, as well as in the community.

Our programs and activities have been carefully orchestrated and arranged in such a fashion as to provide each of our individual facility users with the optimum level of space, time and support service necessary to sustain their individual activity or programs in the highest standard of quality, and to make them excel when possible. Our goal, is not only to meet our user group's needs in a timely and professional fashion, we also attempt to do this in such a way as to maximize the level of efficiency within the facility.  This is a fluid process, which is on-going at all times.  This is always carried out in an environment of mutual respect for all parties involved. A brief description of the activities and services offered at the Ford Fieldhouse can be found in subsequent portions of this text.  Later portions of the document will focus on providing actual numbers from the past year.

     1.           SUMMER PROGRAMS (SWIMMING)

During the years prior to 1995, the Grand Rapids Community College operated an extremely successful Summer Swim Camp. For several reasons, this program was discontinued.   The return of this camp was established as a programming goal for the aquatic staff in 1999 and 2000. The 1998, 1999, and 2000 years were definitely marginal in terms of attendance and financial performance.

Following continued program difficulties in 2001, the focus was revamped and changed for initiation during the Summer of 2002.  At this time, the Learn2Swim Program was launched.  The primary focus of this program is to provide swimming instruction and basic water safety instruction to small children.  It has been extremely well received by staff as well as members of the community.  The program has been so successful that we have found it necessary to continue program offerings during the entire calendar year, as space, staff, and time permit.

Current planning calls for the introduction of Water Safety Instruction Classes and Lifeguarding classes to be offered at the Ford Fieldhouse pool.  These classes will become available to  Grand Rapids Community College students, staff, as well as members of the community.  High school and middle school students will make up a large portion of participants for this program. This will be a user-based program, meaning that the users will pay for the cost of program maintenance.  If all goes according to estimates, this should turn into a small revenue generator for the College as well.  It is believed that this can be done without causing any collateral infringement upon existing service providers in the community at this time.

A.        GRAND RAPIDS COMMUNITY COLLEGE Wellness/PHYSICAL EDUCATION DEPARTMENT

The numbers of class offerings taught by the departmental instructional staff continues to evolve and improve, providing innovative and responsive improvements in both service and program flexibility to GRCC students in a student-centered environment. Specific numbers related to sections and actual student numbers will appear in subsequent portions of this text.

A1. GRAND RAPIDS COMMUNITY COLLEGE CRIMINAL JUSTICE DEPARTMENT

The Criminal Justice Department at Grand Rapids Community College prepares our students for occupations in the field of law enforcement, more specifically as police officers.  During each of the past four years, there has been significant change in the content or course offering in this area. The dynamics of this field are changing so rapidly, and the demands placed on the police officers of today, make these changes necessary.  Yet, year after year, our students continue to be very highly sought after by departments and agencies from around the State. This is a credit to the staff teaching in this area.  These courses are specified by the State of Michigan and the course content is specifically prescribed for each course.  The numbers of sections and the participants in each have increased slightly as an examination of the numbers will reveal. The training in these courses is essential for the students in order to complete their training. There are no other facilities within the College, which can accommodate their special needs.

In addition to the scheduled course work for Criminal Justice, facility space and time is also provided for the administration of the Michigan State Law Enforcement Training Council State Test. Grand Rapids Community College is one of a few locations in this State certified to administrate the tests. All candidates for employment in the field of law enforcement must take this test prior to beginning their employment. This includes our students. We also provide the service at a fee for non-students who simply need to complete the test.  During each of the past three years, we have had at least ten testing dates with over 200 candidates participating.

A2.              GRAND RAPIDS COMMUNITY COLLEGE MUSIC DEPARTMENT

During the course of the 2002-2003 year, the GRCC Music Department did not conduct any activities at the Ford Fieldhouse.  The Music Department did make occasional use of the Play Field, which is under the scheduling control of the Fieldhouse Events Director.  This use is very irregular in nature.

B.                GRAND RAPIDS COMMUNITY COLLEGE ATHLETICS

All nine of the Grand Rapids College’s Athletic Department teams have full use of the facilities at the Ford Fieldhouse.  Service has been provided to over 300 athletes during the past year.  This group contributes over 20,000 facility visitations each year, and the 2002-2003 year was no exception.   Our teams have an outstanding record of accomplishment representing the College well at the State, Regional and National levels.  Many of our student-athletes go on from Grand Rapids Community College to excel at four-year institutions, and some even to the ranks of professional sports.

It should be noted that services to our athletic programs include but are not limited to the

                   following types of facility uses:

A.      Out of season work out and conditioning (done on an individual basis)

B.     In season work out and conditioning

C.     Formal team practices

D.     The hosting of home athletic contests and tournaments

E.     The hosting of athletic team fund raising activities such as clinics and camps

                   The athletic teams supported by the Ford Fieldhouse operations include;

1.      Football

2.      Women's Volleyball

3.      Women's Basketball

4.      Men's Basketball

5.      Women's Tennis

6.      Men's Tennis

7.      Women's Softball

8.      Baseball

9.      Golf

C.                GRAND RAPIDS PUBLIC SCHOOLS CENTRAL HIGH SCHOOL PHYSICAL

                   EDUCATION CLASSES  (SWIMMING)

Grand Rapids Community College is obligated under the provisions of the 1991 Discontinuance Agreement between Grand Rapids Public Schools and Grand Rapids Community College (and renewed for an additional five years in April of 1997, and for an additional five years in May of 2002)  to provide pool space and time for Central High School to use in the operation of their Physical Education Department and Athletic Department.  During the 2002-2003 year, no activity took place under the Physical Education category. This occurred at the option of Central High School.

D.                GRAND RAPIDS PUBLIC SCHOOLS CENTRAL HIGH SCHOOL ATHLETICS

                   (SWIMMING)

The same document mentioned in the above section also mandates that we provide pool space and time for the operation of the Central High School’s men’s and women’s swim program.  During the course of the 2002-2003 year we provided service to the men's team only as the women's team was combined with the Creston High School team.  The combined teams made use of  the facilities at Creston.  It is anticipated that this arrangement will continue for the duration of the 2003-2004 academic year.  With the approach of the 2004-2005 year, the City league is scheduled to merge with the O.K. leagues.  It is not known just what impact this will have on our facility.  It is possible that in order to remain in compliance with the Discontinuance Agreement, Grand Rapids Community College might explore the options of installing pool bulkheads or digging out one end of the shallow portion, which would bring the pool back into starting water depth compliance with the State.  This however, is in the very preliminary phases of discussions.

E.                GRAND RAPIDS PUBLIC SCHOOLS CITY HIGH MIDDLE SCHOOL PHYSICAL EDUCATION          CLASSES (SWIMMING)

City High Middle School is not specifically referenced and called out by name in the Discontinuance Agreement, even though it was in existence at the time the document was drafted.  In an attempt to maintain positive relations with the Grand Rapids Public Schools, it was decided by the Office of the President at Grand Rapids Community College to honor the request from City High Middle for pool space and time at no cost for their Physical Education Program.

F.                FACULTY, HEALTH CLUB, AND STUDENT RECREATION ACTIVITIES

The Ford Fieldhouse provides a unique arrangement. The configuration of the activity areas and the scheduling of these areas make it possible to offer on a large-scale basis individual recreation and exercise time. The benefits of exercise and recreation are continually expanding.  The pool, free weight room, racquetball courts, exercise room, running/walking track, and basketball courts are always in use when scheduled for open recreation.  This has been done without compromising the integrity of the other program offerings we have.  Grand Rapids Community College has further recognized the value of exercise on behalf of staff.  Health club options are currently in the process of being fazed into employee contracts and handbooks, which offer free or significantly reduced cost plans for staff.

F1.              INTRUMURAL PROGRAM

This program falls under the direct line supervision of the Ford Fieldhouse A.M. and P.M Building And Activity Supervisors.  During the course of the 2002-2003 year, this program provided structured, yet informal recreational and exercise opportunities for many Grand Rapids Community College students.  This program seeks to provide a wide panorama of program offerings to students. It is hoped that in the future, the program will continue to grow. During the 2002-2003 year, the following Intramural activities were conducted:

1.      Flag Football

2.      Water polo

3.      Soccer

4.      Five on five basketball tournament

5.      Three point contest

6.      A slam dunk contest

7.      Racquetball tournament

8.      Play Station 2 football tournament

G.                               COMMUNITY SWIM PROGRAMS

The Grand Rapids Parks and Recreation Department make frequent use of the Ford Fieldhouse Natatorium facilities for its Gator Swim Team practices and meets.  This is a swim team comprised of area school children.  Program participants are provided with excellent fundamental swimming program instruction as well as competitive swimming skills.  The program begins in early November and concludes in early March of each year.

G1.             GRCC Lifeguard In-Services

G2.              Learn 2 Swim Programs

G3.              Grand Rapids Fire Fighter for Skills & Practice

H.                                GRAND RAPIDS PARKS AND RECREATION DEPARTMENT AQUATIC PROGRAM

During the past year, the Grand Rapids City Parks and Recreation Department have initiated a new program for the purpose of training the lifeguard staff working at the pools in the City of Grand Rapids.  The Ford Fieldhouse has been selected as the venue for this activity.  It does assist in providing service to the community, in which we live and work.

I.                                   COMMUNITY FITNESS PROGRAMS

The Gerald R. Ford Fieldhouse offers members of the community the opportunity to interact with the College and participate in our community health club.  This allows members of the community to make use of the exercise and activity facilities around regularly scheduled College activity.  We have partnering arrangements with many of the area business concerns as well.  This provides the community with positive interaction with the College, its students, and provides our student employees with an excellent real time training environment  for those seeking job opportunities in the areas of health and wellness and/or facility operations.

In conjunction with the Older Learner’s Center, we initiated a Senior Health Club during the 2001-2002 year.  This program has continued to maintain its popularity during the 2002-2003 year. It aids in providing a valuable link between the College and the senior members of the community, in which we live.

  I.1               FIRE FIGHTERS

During the 2002-2003 year, we initiated a pilot program with the City of Grand Rapids Fire                Department.  We provided pre-employment physical training on a structured basis for persons         attempting to complete the department’s hiring process.  We had several candidates in this              program that lasted for a duration of 15 weeks.  It was a highly successful program.  This                  program was done on a voluntary basis.  The choice to participate was left to each individual            candidate.

J.                 COMMUNITY AND SPECIAL EVENTS

The versatility of the Ford Fieldhouse makes it conducive for the operation of activities, which are not athletic in nature.  The facility serves well as a venue for the production of banquets both large and small, concerts, commencement programs, circuses, lectures, and trade shows. All have been scheduled and successfully produced within these facilities.

K.                                SPECIAL ATHLETIC EVENTS

Due to the complex and interwoven activity schedule of the Ford Fieldhouse, it is in almost constant operation.  The regularly scheduled hours of operation are Monday through Friday from 6:00 a.m. until 8:00 p.m.  It is often necessary to remain in operation late evenings and weekends in order to accommodate the needs of our various customer groups.

It takes a great deal of staff support to successfully conduct an operation having the scale, frequency,  and magnitude of the activities found at the Ford Fieldhouse. The on-sight management team of the Ford Fieldhouse includes an Events Director, Office Manager, Aquatic Supervisor/Sports Information Director, an A.M. Building and Activity Supervisor and a P.M. Building And Activity Supervisor. Servicing the custodial and maintenance operation of the facility is a Building Manager, seven full-time custodians including one custodian on the second shift, which we have on a shared basis.  This person also is assigned to two other buildings on the campus.  While we are able to manage under this arrangement, the shared concept on the second shift is less than desirable in terms of our operation. There have been situations during which we have had to fend for ourselves when custodial services were needed due to the second shift person's obligations elsewhere in the College.  It is hoped that this can be changed at some point in the near future. A listing of the operational staff along with their individual contact information follows:

The full-time supervisory staff work with a large contingent of student employees.  At some points in the year, we have over 60 student employees on our payroll. This serves a two-fold purpose.  First, it allows the student employee to have on-campus employment.  Student employees are given the opportunity to earn income that aids in defraying the ever-increasing costs of today’s college education.  Secondly, it is part of our mission to prepare students for the real world that they will encounter after leaving the formal education process.  This work experience provides them with just such training.  They have the opportunity to develop and fine tune many of the skills that will be needed to compete in the real marketplace once departing from the college.  The wide range of activities in this facility provides many new and different situations for our student employees to learn and grow by.

At the present time, the Ford Fieldhouse maintains partnerships with many area businesses for the purpose of providing their employees with wellness programs at our facility.  This program is on going and is meeting with a great deal of success.

In July of 1996, the Grand Rapids Community College Campus Police Department began keeping statistics on all of the College facilities.  This is being done in compliance with federal guidelines.   The reader will note that given the intense level of activity taking place in and around the Ford Fieldhouse, we have been able to provide an extremely safe environment for our students, staff, and health club members.   During the period of July 1, 2002 through June 30, 2003, the Ford Fieldhouse experienced the following numbers of incidents.
