How do I request W-2's and Non-Filing Verification letter if I did not file my taxes?

W-2 Forms

Students, spouses and parents who are selected for verification may be required to provide W-2 forms for 2015 earnings.  Those unable to locate their 2015 W-2 forms may find that the quickest way to obtain them is to contact the employer with a request for a duplicate W-2.  Many times employers can provide access to print W-2 forms through a secure website, or can send to the employee through email.  Those unable to obtain duplicate W-2 forms from an employer can request a Wage and Income Transcript for the 2015 year from the IRS, as described below.

Wage and Income Transcript     

The IRS can provide a summary of all earnings that includes all W-2’s for the calendar year at no cost.  These transcripts can be obtained in two ways – by establishing an online account through the IRS website and printing, or by submitting a form called a 4506-T to the IRS and receiving the transcript through the mail.

  • Print from the IRS Website – go to https://www.irs.gov/individuals/get-transcript and choose “Get Transcript Online”.  The Wage and Income Transcript is available for printing immediately after establishing an account with the IRS, and requires certain unique personal identifiers.  Establishing an account takes approximately 15 minutes, and there is no charge.
  • Receive through the mail – go to the Forms link, 2017-18, at the GRCC Financial Aid web page at http://www.grcc.edu/financialaidscholarships/forms/forms201718 and open the “4506-T IRS Wage and Income (W2) Transcript Request”.  This is a fillable form – we recommend you type your information on lines 1a, 1b (you must include your full SSN or ITIN) and line 3.  The IRS will reject any forms with whiteout, corrections, or alterations of any kind.  Print, sign and date, and fax or mail to the appropriate IRS Service Center on page 2 of the form.  Allow 10 business days from the date the IRS receives the 4506-T to receive your transcript in the mail.

Non-filing Verification Letters

Students, spouses and parents who indicate that they did not file a tax return in 2015, and are selected for verification, may obtain a Non-filing Verification Letter from the IRS and submit it to the financial aid office at GRCC. 

To obtain the Non-filling Verification letter, go to the Forms link, 17/18, at the GRCC Financial Aid page at http://www.grcc.edu/financialaidscholarships/forms/forms201718 and open the “4506-T IRS Non-filing Verification Request”. This is a fillable form – we recommend you type your information on lines 1a, 1b (you must include your full SSN or ITIN) and line 3. The IRS will reject any forms with whiteout, corrections, or alterations of any kind. Print, sign and date, and fax or mail to the appropriate IRS Service Center on page 2 of the form. The Department of Education states that Verification of Non-filing should be received within 10 business days from when the IRS receives the 4506-T.


IRS Return transcripts, IRS account transcripts, and IRS Form 13873 that clearly state “no record of return filed” or “no transcript on file” are also acceptable documents for verification of non-filing.


IRS documents with messages such as “could not be processed” or the “request could not be honored” is not acceptable documentation of non-filing, and the individual should follow instructions provided by the IRS to obtain further documentation that provides a clear and precise message.
